205.2.5 RESTART-USSU

All or individual AP shelves are restarted. (combination of deactivation and activation with waiting time). Restart action can only be executed for AP shelves (17-99). All possible error and advisory messages those are used for activation and deactivation branches are applied for restart branch , too.
