PEN1	Physical address of VCM board
	Type of Input	:	4 compound values, required (ADD, DELETE, ACTIVATE, DEACTIVATE) optional (DISPLAY, REGENERATE)
	Possible Values	:	LTG-LTU-SLOT-CIRCUIT
			LTG-Number	1
			LTU-Number	1 to 99
			Slot	1 to 121
			Circuit	0
	Default Value	:	All VCM boards in system (DISPLAY and REGENERATE)

PEN2	Physical address of partner board
