If a terminating call reaches a busy user (without intercept, automatic call waiting, etc.), a remote override can result, depending on the configuration (or signaling). If it is not possible to override, the system intercepts the call to the attendant console if COT:IONS is set. This is also basically true for automatic override. You control the feature with the COT parameter IONS.
