164.3.1 START-SAVCO

With this function it is possible to change the CONFIG information of the specified SUSY in the PGLIB.
All specified parameters are changed. All omitted parameters retain their values.
For safeguarding reasons, the existing CONFIG contents and the newly created CONFIG are logged and the caller is requested in DIALOG mode to confirm the changes.
