5.3.2.1.2. User Interface 
An incoming CO call is signaled as an initial call during switching.
In the case of an outgoing connection, the circuit is seized after selection
of an Access-Code and the CO connection can be established. If it has
been parameterized, you must wait for a tone from the CO.
