5.8.4.4. End-of-Dial With First Call Charge Pulse 
The combined Länder-DH interprets the first call charge pulse as
end-of-dial and answer. If this is not what you want, you must set the
COP parameter NOAN.
This procedure also applies to a DTMF AnaTe, so the procedure 1A is
therefore ended with the 1st call charge pulse and the paths (speech
paths) are through-connected.
