End-of-dial and answer are announced to the CP together after time-out. Transition to the talking state. 1st call charge pulse or the ANSWER signal during dialing is interpreted as end-of-dial and answer.

End-of-dial and answer are announced to the CP together after time-out. The 1st call charge pulse is not interpreted as the ANSWER signal. If the line sends an ANSWER signal in the dial state, this causes a change to the talking state.
