Static OND is a feature used by OpenScape Contact Center and allows integration between OpenScape Contact Center and OpenScape UC. 
OND (preferred device) feature is an UC feature. If UC monitors the user's extension (ONS) and the user has set a preferred device (OND), than UC takes over the call to ONS and routes it to OND. This is done using ONS|OND binding mechanism. That means if an OND is used, all the monitoring events are reported with binding information ONS|OND, meaning the monitoring events are for the user (ONS), but generated by preferred device the user is active on (OND).
The term "static OND" was introduced to allow ONS|OND mechanism for an OSCC agent who sets her or his own preferred device, with no interference from UC. That means once the Static OND is set by OSCC for an agent, the call to agent is not "offered" to UC and UC does not invoke regular routing on this call. When Static OND device is set, OS4K routes itself the call to Static OND device. Advanced routing rules configured in UC are not active. If the call is not answered at the preferred device within a certain time, it is expected that the call will be moved back to the queue by OSCC in order to be assigned to another agent.
